Mr Morsi holds a doctorate in natural sciences and has broad experience in research and technology, both in the public and private sectors.

He is with the European Commission at Brussels headquarters since Nov1993; first with DG RTD on mobility of researchers, IT support and funding for physics, engineering & thermonuclear fusion, then at DG MOVE on logistics in 2002, managing the Marco Polo I programme and creating Marco Polo II. Since 2006 he worked in various management positions at TEN-T and CEF. Creating the TENTEA/INEA agency in 2006/7 as well as the TENtec Information System, which he has managed in parallel to his policy duties until 2014 as IT & business manager to speed-up development and better synchronise with policy requirements, such as TEN and CEF maps;

Since 2008 he is developing and implementing TEN-T / CEF "innovation and new technologies" priority introducing real-life trials, to bridge the gap between research/demos and full market deployment (roll-outs). This concept was recently applied to sector coupling energy & transport & cyber security by the first CEF Synergy call in Sep'2016, for which 7 synergy projects were selected. Here EC policies and budget lines from DG MOVE and DG ENER (energy) were combined for the first time innovating internal EC processes.

In April 2015 he was appointed as Advisor to the Director of DG MOVE-B "Investment, Innovative & Sustainable Transport.

Mr Morsi is also strongly involved in preparing the novel CEF Blending call of 2017, in particular its innovation part (€2.5 billion investment for innovation into 2 proposal deadlines/selections), which uses a new financial instrument and focuses on full market deployment of alternative fuels infrastructure and vehicles for all modes of transport on the Trans-European Network TEN-T. The Commission Decision on results of the 2.deadline is scheduled for October 2018.
